Use Stimpak on Caravan Guard

I used a normal stimpak on a caravan guard while en route on map to next enc, and nothing happened. The stim was used but no msg and no healing for him. So i tried again and same thing.

I wonder if this also applies to other drugs.

Might be some old 2238 protection against drug exploits (like stacking healing powders to lower perception of town guards).
