wrong topic but i will answer..

you cant drop plastic explosive by shift+click and ctrl+d anymore, you have to drop it on ground normally
reason for it is that NPC around are supposed to aggro on you when you drop it but if you dropped it by shift+click or ctrl+d then they didnt aggroed on you, it was just exploit allowing you to avoid npc aggro so they disabled it
