Honestly, throwing is a joke. The only reason it is a tag skill is to take up space on the list. The best (and only) real use it has, is to finish off downed npcs to save ammo. You don't even need 50% of the throwing skill to level up to 3, killing rats. Dynacord was a nice attempt to even it out, but it is still so lacking that no body wants to touch it.
Either 1, do like strike suggested and cap it at 200 (or less) as a support skill,
Or 2, make some new throwing items that could balance the skill. Maybe smoke bombs/Tear gas, which would add the blinded status for a few turns or 10-15 seconds real time.
