After recruiting one, you have the option to check stats in the dialouge, SPECIAL, weapon %, and what level they are.

I wish there was the option though before recruiting them, but you can only check what weapon skill they use.

is it the same with the dog

and do you know the difference in stats of the scout dog and the other dog that costs 700

Scout dog will help you avoid encounters while traveling world map.

Not sure about the other one. And I believe they can't level up nor be able to check their stats.
