Tested myself, downloaded client, got the same thing. Seems like server down doesn't let the game build caches or something :V

I started up my own server and game worked normally.

If The Server is down, your clint is not able do download the cach.
if the server is up again run the updater preventive and then connect to reloaded.
then it should work
