Vault City patrol is aggressive

Hi!
I had an encounter VC patrol, geckos and strong slavers.
I helped that one patrol man to fight strong slavers and kill geckos.
Then I was skinning the geckos with my weapon removed. And managed to get too close to patrol man.
So he just shot me right away. 
How do you think, is it OK? My weapon was removed to second slot.

NPC will warn You only once not  to get close, after he does, He will attack You if you get close again.

This was a feature made to counteract the stealing from Encounter NPC's exploit. In 2238, people would steal gatlings and MFC from enclave.
