they are slaves and no dog is on it and my dog is not a slave i bought it

They can't level up. Only wastelanders (travellers) do level up.

the dog that cost 700 is not worth buying over the 500 scout dog,  the 700 dog had 49 health and the 500 had around 104 health

Yes, and scout dog has 100 outdoor skill so if yours is lower than 100 You avoid encounter easier with scout dog which will virtually boost you outdoor to 10 while in your party
